As an unnamed planner explained to the\u00a0<em><a href=\"http:\/\/news.xinhuanet.com\/2013-08\/10\/c_116891518.htm\" target=\"_blank\">Economic Observer<\/a><\/em>:<\/p>\n<blockquote><p>Under normal circumstances, urban consumption levels of convenience foods such as instant noodles and pickled mustard is essentially constant.
